The Study focuses on the impact of the 2004 enlargement of the European Union on the European electricity and gas sectors and aims at identifying, quantifying and evaluating the impact of the enlargement on:

  • the internal electricity and gas markets and, in particular, market opening and competition;
  • security of supply;
  • the use of renewable energy resources; and
  • the increase in energy efficiency.

The objective of the study is to draw lessons from the 2004 enlargement which could be relevant for future enlargement processes in the field of energy and to recommend the criteria and parameters which should be used for measuring a country's preparedness for participating in the European energy market; the most effective kind of assistance to these countries; and forms of capacity bulilding.
