Commissioned by MAVIR, in 2012 REKK suggested substantial changes in the procurement of secondary power reserves – most of these changes were applied by MAVIR already at the 2013 procurement tender. In 2013, on the request of MAVIR, REKK has carried out a detailed analysis of yearly, quarterly and weekly secondary reserve procurement, and made a number of suggestions by which procurement expenses could be reduced. However, there remain details in the procurement rules which could be changed in order to further reduce per-MW procurement costs, or at least make costs more aligned with justified costs.

The study on one hand analyzes past auctions, and on the other tries to forecast the procurement results at shorter-term tenders for next year’s reserves.
