The purposes of this training course were, among others
- To disseminate good regulatory practices among the participating country representatives (a mix of representative form the regulator, the ministry and the regulated companies).
- To promote regional cooperation across the participating countries.
- To promote the European model of electricity market reform.
The program design process reflected these requirements. Four key topics were covered by the course:
- Energy regulation and its institutions
- Price and tariff regulation
- Energy market restructuring: competition and security of supply
- EU energy policy developments
