As part of the European Green Deal Fit for 55 package, the European Commission has pro-posed a dedicated emissions trading scheme (ETS2) targeting greenhouse gas emissions from the buildings and transportation sectors. The goal of this study is to evaluate regulato-ry options within this framework and recommend the best path forward to achieve targeted emission reductions while contributing to fair burden sharing for energy consumers that makes implementation attractive for policy makers.
